Yes, this is good news. And the only cost overruns that Southern Alliance is concerned with are those it will cause by litigating against it.

Interesting piece of information in the article:

"Constellation Energy, based in Baltimore, gave up on a third unit at its Calvert Cliffs site in 2010 after the federal government sized up the economics and demanded a huge fee in exchange for a loan guarantee."

I wonder what kind of "fee" Solyndra had to pay for an actual federal loan (not just a guarantee)... probably not a penny!
